When to Do Risk Analysis

Uncertainty can and does exist throughout a project's life cycle:

  1. Planning
  2. Design
  3. Construction
  4. Operations

We all face risk every day in our jobs. We make decisions in the present that are intended to affect the future based on information from the past. We can't be sure how those decisions will turn out. Risk analysis is a way of looking at and thinking about uncertain future events and determining the potential for gain (opportunities) and the exposure to losses (hazards).

Risk analysis is not simply a tool or technique. Rather, it is a way of thinking about and organizing to solve problems. It is science-based but it is not pure science. Risk analysis provides a link between science and social values. Many of us are already doing this process without formally calling it "risk analysis."

Risk analysis is a decision-making framework that evaluates the level of risk if no action is taken and the costs and benefits of reducing risks when making decisions. Risk analysis includes the interdependent activities of risk assessment, management and communication

The section examines when to do risk analysis and explores examples of effective risk analysis. The section also provides links to relevant Corps guidance documents, training opportunities and other resources.
